The Institute for Evaluation and Research, LLC (TIER) is a multifaceted business offering multiple products and services. Our services are focused on professional consulting related to program development, grant writing, evaluation, development of competitive government proposals, program monitoring, and quantitative and qualitative research. With years of success in consultation, TIER Institute is expanding with distinct subsidiaries with distinct outcomes.

Our Divisions
Institutional Review Board Services –Reviews and monitors research involving human subjects. In accordance with FDA regulations, an independent Institutional Review Board (IRB) has the authority to approve, require modifications in (to secure approval), or disapprove research.
Program Evaluation– Through decades of experience in program development and evaluation, we are coaches, cheerleaders, and hand-holders not auditors. Our goal is to help you succeed. We assist with design, analysis, implementation, and reporting. We work closely you’re your community to assure that all programming is culturally-centered and is conducted “with” stakeholders not “to” them. Additionally, we assess fidelity, progress toward goals, research, data collection, and outcome measures. Moreover, we provide “lessons learned” to drive continuous improvement and program administration.
Training and Professional Development – Offers organization development and effectiveness, talent development, strategic planning, performance improvement and process redesign, training for staff/clients, workforce development, curriculum design, change management, coaching, curriculum development, and instructional materials.
